Current Projects and Fields of Work

KONTIKAT: Research Team (Continuity Management)

Research Focus: Vulnerability, Obsolescence, Disruption of technical Infrastructures and Components (Continuity & Resilience of operational/societal Processes)

Crises and damaging events can have a great impact on social life as well as operational processes. To do so they don´t need to be catastrophic. Even a regional breakdown of a telecommunication system over hours or days can have far-reaching consequences. The focus of the project is the continuity and the restoration of societal life after bigger damaging events and catastrophes. Therefore empirical studies to collect data about the levels of social networking of the population as well as small and medium-sized businesses (SME) will be conducted. The results are to enhance and strengthen the self-organisation, crisis-communication and aid-delivery in crisis situations.


The Warning and Alarming of the General Public

Built on the insights of the finished projects BaSiGo, SiKomm and InfoStrom, as well as through the close exchange with the project KOKOS, the goal of this project is to develop and test new concepts to warn and alarm others. A key criterion is to reach as many different communities of our multicultural society, to motivate for appropriate, scenario-related and resilient actions.

To create a target-oriented warn- and alarm-sonication for crisis and catastrophic scenarios, the IMT conceptualizes and implements mobile demonstrators using the ultrasound-technology (Norris 2004; Pompei 1999), that can be used for the sonication of the general public. The system is made of ultrasonic-sound-speakers (American Technology Corporation: “HSS HyperSonic Sound”; Massachusetts Institute of Technology / Holosonics: “Audio Spotlight”), that form one beam of sound made from modulized ultrasonic-sound. Using simulation models, certain scenarios (such as explosions) can be simulated using COSMOLs multiphysics. This way, factors of influence can be explorated to determine the optimal design and handling of the ultrasonic-sound-technology.


KOKOS

The project KOKOS “Unterstützung der Kooperation mit freiwilligen helfern in komplexen Schadenslagen” is funded with 1.8 Million Euro from the Federal Ministry of Education and Research to develop methods, technical concepts and IT-Tools to include the public ( population, associations, federations and companies) into crisis management and striving for cooperation. During the time between May 2015 and April 2018 the team of researchers want to analyze how the already existing societal, economic and civil structures can be included wisely into the covering of bigger crisis situations (for example the migration crisis).


Infostrom

The research project InfoStroms focus is set on the technical support during a power outage while using all resources to overcome this matter made possible through interorganizational collaboration as well as through collaboration with other external organizations. All technologies, concepts and methods to improve interorganizational communication, information- as well as coordination processes are developed and evaluated by the University of Siegen, Fraunhofer FIT, PSI Transcom, RWE, SAP Research as well as the county districts Rhein-Erft and Siegen-Wittgenstein.


Vita

Sascha Skudelny is a research assistant with the IFM – Institute for Media Research and iSchool at the University of Siegen. He studied Media-Planning, – Development and – Consultation at the philosophical faculty of the University of Siegen, Human Medicine at the medical faculty of the Philipps-University in Marburg and he is writing his interdisciplinary doctoral thesis at the IMT – Institute for Microsystems Technology at the faculty of natural science and technology, department electrotechnology & computer science. They are part of the “Center for Micro-and Nanochemistry and Engineering” as well as the mst-network Rhein-Main and they are cooperating with the Chinese-German Technical Faculty at Qingdao University of Science and Technology (QUST),of theP. R. China.

The main focuses in his research are in the following fields: security-communication, acustic security-technologies as well as process- and communication models of complex systems, user experience / usability design, and media analysis / social network analysis.

He worked in both sectors of private as well as public-service broadcasting and therefore is experienced in science journalism, especially medicine journalism as well as radio broadcasting and cinematic practices in general. He also has experience in the documentation of deployments and practical excercises of crisis and catastrophic scenarios with professional public authorities with security responsibilities (BOS).

He is a qualified media-trainer for the Landesanstalt für Medien (Media Authority in Northrine-Westphalia), owner of a broadcasting licence for Northrine-Westphalia and UAV-Pilot. He is a university lecturer for UX & UID (Typography and colour theory) at the Faculty of Natural Science and Technology, department electrotechnology& computer science as well as lecturer for digital media production at the Center for Communications Technology and the Center for Competence in Siegen.

Throughout his work in different research projects in the field of crisis management he has comprehensive knowledge when it comes to communication structure and analysis as well as addressing the general public and companies during complex disaster situations.
